SHAWNEE CITY COUNCIL MEETING

Tonight’s meeting was very brief with little discussion. The governing body did set a date for their next budget public hearing on Monday, August 24. The city is also holding their Budget Open House on August 12 which I highly recommend if you are interested in learning more about the budget process!

The Council considered the following:

• Passed consent agenda (unanimous)

• Considered bids and awarded contract for the Johnson Drive & Quivira signal replacement project (unanimous)

• Approved final change order for 2025 Annual Stormwater Pipe Repair Project (unanimous)

• Considered bids and awarded contract for Public Works Service Center Fuel Island Upgrade (unanimous)

• Approved contract with Shawnee Mission School District for School Resource Officer services for 2026-27 school year (unanimous)

• Issued Private Activity Revenue Bonds to Sunrise Capital Group (unanimous)

• Amended Private Activity Revenue Bonds for K7 Logistics Project (unanimous)

• Adopted 2027-36 Capital Improvement Program (unanimous)

• Ratified semimonthly claims (unanimous)

During Council Committee, the committee adopted updates to the Uniform Public Offense Code. Basically, the UPOC is a series of updates to ordinances passed by the state which is then passed on for individual cities to adopt to ensure everyone is handling things the same way. The only notable item of discussion here was that the council revoked previous changes to the UPOC regarding public health. A previous city council added language saying the city would not follow public health orders, but this council overturned that and will follow public health orders the same way as any other city.

The City Manager also provided an update on the 2027 operating budget and Capital Improvement Program. The governing body praised the success of the Property Tax Rebate program which provided property tax relief to many more Shawnee residents than last year. They also expressed their support and appreciation for the increased priority of pedestrian and bike access in the Capital Improvement Program.
