SHAWNEE CITY COUNCIL MEETING

The council briefly discussed three items at last night’s meeting. The first was an ordinance amending the municipal code around motorized skateboards to include scooters and unicycles, which the council worked at their last committee meeting. The changes include clarifying where these vehicles can cross the roadway, stating that they do not have the right-of-way, and requiring minors using these devices to wear helmets. Mayor Sandifer and Councilmembers Knappen, Stiens, and Gillette shared personal stories of noticing young people riding scooters at high speeds in their neighborhoods, expressing concern about drivers in the area that could hit them. Councilmember Burchfield supported these members, but also suggested that these education initiatives be extended to drivers as well instead of putting all the responsibility on the children using these devices.
They also heard an update on the public art installation going in at the roundabout at 75th and Monticello. Deann Gould-Lancaster of the Shawnee Arts Council and a student artist shared the vision for this piece of art which will be created entirely by Shawnee high school students. Last time an item like this was suggested, councilmembers balked at using even a small amount of public funds for it, so this time Gould-Lancaster obtained grants to entirely cover the project. The governing body had some clarifying questions but was largely supportive since this is not costing them money.
Finally, the governing body discussed a SEED agreement for Current State Coffee Roasters after a detailed presentation from the applicant. Though the councilmembers were all generally complimentary about the presentation and the business concept, Councilmembers Gillette, Kemmling, and Walters all voted no on the loan for this small business because they oppose the program in general.

Approved special use permit to allow St. Joseph Church to operate an athletic stadium with field lighting (unanimous)
Approved interlocal agreement with the City of Merriam to cost-share a stormwater repair at 4700 Switzer Road (unanimous)
Approved Engineering Design Contract for the 70th Street and Oakview Pipe Repair Project (unanimous)
Approved Final Change Order for the Facilities and IT Building Remodel Project (unanimous)
Approved revisions to Policy Statement Nos. 12, 21, 33, 49, 56, and 60 (unanimous)
Ratified semimonthly claims (unanimous)
There was no Council Committee meeting.
