SHAWNEE CITY COUNCIL MEETING

The meeting was quite brief with little discussion, though a few informational items from staff came up that I found interesting. One such topic was a request from staff to earmark funding for an “Americana and Ales” music festival to be held during the World Cup next summer. They believe they can obtain $30,000 in grant funding for the event and would like to use Transient Guest Tax or Economic Development funds to pay for the other $80,000. Councilmember Knappen asked what the return on investment would be for the city and the event organizer advised the main benefit is the draw to downtown businesses. Councilmembers Knappen and Gillette both liked that the event would draw business and visibility to downtown, while Councilmember Kemmling (who represents downtown in his ward) opposed spending city dollars on this event.
City Public Works staff also provided updates on a few infrastructure projects that they are delaying to next summer. The emergency stormwater repairs at 5900 Monticello have been delayed until June 2026 due to rebar availability issues; they want to avoid doing it during the school year if at all possible since it is right in front of the school entrance. The Public Works department is also delaying the McAnany Drive street improvement project due to concerns about stormwater impacts from neighbors. They are going to make some improvements to the stormwater system and then do the street improvements in summer 2026.

Passed consent agenda (unanimous)
Approved salt purchase for 2025-26 (unanimous)
Approved engineering design contract for Johnson Drive & Barker project (unanimous)
Approved contract for the Lakecrest & 55th Terrace & Brownridge CMP Replacement Projects (unanimous)
Ratified semimonthly claims (unanimous)
At Council Committee, staff heard budget presentations from a few more departments (Police and Fire.) The police and fire departments are each requesting a $1.2 million increase in their budget for 2026. These presentations are routine and did not generate any meaningful discussion.
