SHAWNEE CITY COUNCIL MEETING

The council meeting proper was quite brief, but the city did hear an update on Amazon’s Prime Air operations. As soon as December, Amazon will begin making deliveries in Shawnee using drones. The city’s emergency services outlined how they have worked with Amazon to ensure these services are safe.
One resident spoke during Business from the Floor to complain of speeding along Barton Lane.
Additionally, the Council considered the following:
Passed consent agenda (unanimous)
Extended interlocal service agreement with Johnson County Housing Services to administer the Minor Home Rehabilitation on behalf of the City through 2026 (unanimous)
Approved final plans and authorized staff to bid for the 2026 Annual Stormwater Pipe Repair Project (unanimous)
Ratified semimonthly claims (unanimous)
At Council Committee, the committee heard an informational update from the city’s lobbying firm on the Kansas state legislature’s 2025 accomplishments and what they anticipate in 2026. They also reviewed staff’s proposed state and federal legislative priorities. The legislative priorities this year are notably free from social issues that don’t involve municipal government, which some of these councilmembers have brought up in years past even if city council didn’t have control over it (e.g. trans sports bans.) These will come up before the full council for a vote at a future meeting.
They also heard an update from CBIZ on the city’s property and casualty insurance for next year. Due to general market headwinds and also the city’s loss ratio (which has suffered due to a catastrophic claim in which a fire truck was totaled,) our rates are projected to increase by 21% for next year. This will come back before the new council for a vote on December 8; until then, CBIZ is working to get quotes from other carriers and the city’s finance staff is reviewing their options as an increase of this size is beyond their projections.
Finally, the committee heard an update on the Rail Creek Park master plan. The city has been contracting with a firm who has engaged with the public to obtain feedback and create a master plan for the park. The firm presented two possible options for the park. Next steps include an archaeological survey, costing/finance conversations, and choosing/refining a master plan; these options will come before the council early next year to review and choose between the two plans. Four members of the public spoke in favor of the bike aspects of this park.
