SHAWNEE CITY COUNCIL MEETING

Tonight, the governing body discussed the proposed updates to the redevelopment of the Merigold Plaza building. Previously the city approved the use of federal ARPA dollars toward this redevelopment in partnership with the building’s owners, but the owners have since partnered with Kevin Tubbesing on a new plan that increases the restaurant space available and will be done a year sooner. The council had a split decision last time they discussed this, and the item again passed 5-2 with Kemmling and Stiens in dissent (neither said why they voted no.)
During Business from the Floor, one member of the public criticized the city’s handling of storm debris, complaining of a citation they received for a downed limb. They asked why the city could not provide wood chipping services themselves, or have a program similar to what Overland Park does where people can bring their limbs in to be chipped. (Note: I am unclear on the factual accuracy of any of these statements about the city’s storm debris cleanup program; just relaying what the resident said.) State Rep. Susan Ruiz also spoke during Business from the Floor in recognition of Pride Month and Shawnee’s LGBTQ+ residents.
During Miscellaneous Council Items, several councilmembers recognized Pride Month and the efforts of city staff and volunteers at Old Shawnee Days this weekend.
Additionally, the Council considered the following:
Passed consent agenda (unanimous)
Approved Special Use Permit for Wild Oaks Academy daycare (unanimous)
Received presentation from city staff and auditors on the 2023 Comprehensive Financial Report (informational item, no vote)
Approved transfer of Industrial Revenue Bonds to the newly restructured owners of the HLP Building I project (unanimous)
Approved bid for the 51st and Milledge CMP Replacement Project (unanimous)
Approved change order and received update for the Fire Station 71 renovation project (unanimous)
Ratified semimonthly claims (unanimous)

At Council Committee, the committee heard presentations from each department on their budget for the upcoming year. There were a few comments and clarifying questions, but no meaningful discussion to report. The city manager did report in closing that the 2025 proposed budget is running at a $2 million deficit even with a flat mill levy (due to the past several years when the governing body decreased the mill levy despite warnings from city staff.) This will be important to keep in mind throughout the rest of the budget process in case those same members attempt to slash the mill levy again.
