The only item that generated much discussion from the council tonight was the land dedication for a 5-home development at 6565 Mize. This neighborhood has already been rezoned and platted by Planning Commission; the land dedication simply pertains to the council accepting the land the road will be on so it can be a public road. Typically this kind of item would not even require discussion and would fall under the consent agenda, but staff brought it up for discussion since there had been a lot of interest from neighbors. Several neighbors came to register their objections to this new development; they mainly focused on stormwater runoff concerns despite city staff explaining that this development will actually DECREASE stormwater runoff. Ultimately, this agenda item had nothing to do with stormwater or their other concerns so the city council approved the land dedication 7-1 with Councilmember Stiens in dissent.
Two members from the public spoke during Business from the Floor. One complained that the police failed to scan her deceased cat’s body for a microchip and held it as a feral cat for two weeks. The other spoke about why she thinks the county should remove the fluoride from our water.
Additionally, the Council considered the following:
Passed consent agenda (unanimous)
Approved the 2025 Community Development Block Grant program and action plan (unanimous)
Rezoned of 1.49 acres on 66th Terrace from agricultural to residential (unanimous)
Approved Special Use Permit for Classic Motor Sales LLC (unanimous)
Approved SEED agreement for the parking expansion of Station 3 Coffee (7-1, Kemmling in dissent)
Approved contract for resurfacing of Erfurt Park (unanimous)
Approved Construction Services contract for the Johnson Drive Streetscape project (unanimous)
Approved Final plans for the 2025 Annual Stormwater Pipe Repair Project (unanimous)
Approved Engineering Services Agreement for the Johnson Drive & Quivira Traffic Signal Replacement project (unanimous)
Held executive session pertaining to the purchase of real estate and authorized the city manager to move forward with the action discussed in executive session (5-2 with Kemmling and Gillette in dissent and Walters abstaining)
Ratified semimonthly claims (unanimous)
At Council Committee, city staff presented proposed updates to several policy statements. Most of them were minimal updates to wording and details, but one item that the committee discussed was the proposal to increase the trash hauler fee from $25 to $1000 per trash hauler. This would cover some of the cost of the Tidy Town program and would be more in line with what Lenexa and Overland Park charge their trash haulers. Councilmember Knappen pushed back on this, believing that costs may be passed on to the customer, but staff said they had no reason to believe that would be the case. Councilmember Gillette pushed strongly for the city to reduce its trash haulers from 6 down to 3-4, but didn’t find much support from the rest of the committee. The committee had a general consensus to agree to the rate increase, so this and all changes discussed tonight will come before the council for a formal vote at their November 12 meeting.
